A fast-track infrastructure programme where compressed timeframes made structured early-stage governance the difference between coordinated delivery and accumulating risk.

Overview

XCN provided early-stage project planning, stakeholder coordination and delivery strategy support for a fast-track infrastructure development programme. With compressed timeframes and multiple delivery teams to align, the project required structured project governance from the outset, not introduced once problems emerged.

The work focused on setting up the planning, reporting and coordination workflows that allowed the wider delivery team to move quickly without losing visibility, supporting permitting strategy, design deliverable management and informed decision-making under programme pressure.

Scope of Services

Five workstreams supporting early-stage planning and fast-track delivery governance:

01
Design Management.
Design deliverable management, review cycles and discipline-level coordination across the project team.
02
Programme Coordination.
Schedule structuring, dependency mapping and progress reporting aligned to the fast-track timeline.
03
Stakeholder Management.
Structured engagement across client, delivery and regulatory stakeholders, with defined cadence and clear accountability.
04
Technical Advisory.
Specialist input on planning, permitting and design-risk strategy at the front of the programme.
05
BIM & Digital Delivery Support.
Digital coordination and information management support, integrated into the wider delivery strategy.

Structured governance designed in early.

Not retrofitted once problems appeared.

Key Involvement

01
Coordinated multidisciplinary project stakeholders and delivery teams, establishing review cadence, accountability and reporting from day one.
02
Supported planning and permitting strategy development, defining the regulatory pathway alongside the technical delivery plan, rather than sequentially.
03
Reduced programme and coordination risk through structured project governance, designed in early rather than retrofitted once problems appeared.
04
Reduced programme and coordination risk through structured project governance, designed in early rather than retrofitted once problems appeared.

Outcome

What changed

A structured early-stage delivery framework, covering design management, programme coordination, stakeholder engagement and digital information flow, that allowed the fast-track infrastructure programme to maintain alignment, surface risks early and support informed decision-making under compressed timeframes.
